HCA appoints development panel members

The Homes and Communities Agency has announced the organisations that will be involved in developing its sites.

The agency has appointed 28 housing associations, house builders and consortia to its delivery partner panel, which will be involved in developing housing on HCA-owned land.

The members of the three regional panels will also be available to local authorities, regional development agencies and other public bodies to build homes through other HCA-backed schemes, such as the local authority new build and public land initiatives.

The HCA had originally expected to appoint between six and 12 members to each of the northern, central, and southern clusters, but eventually approved between 17 and 18 members for each, with several companies sitting on two or more of the clusters.

The agency said the numbers were increased due to the quality of the bids, and the number of applications. In September it said it had received 132 submissions to the pre-qualifying questionnaire for the scheme.

Eamonn Boylan, director of new ventures and partnerships at the HCA said: ‘We hope that this panel will help speed up the procurement process for public sector agencies by providing access to a pre-qualified list of organisations that can assist with all stages of the development process.

‘From finance and funding of development, design and construction to sales and marketing, the panel can now be used to procure both physical development works and related services in the early stages of a development project.’

To procure through the panel, public agencies will be required to sign a letter of agreement with the HCA and set up a separate framework contract between themselves and panel members. The panel is operational immediately until 3 January 2013.
