The tenancy agreement is a legal document so you cannot just have his name removed. yes you both remain jointly and severally liable for the rent however he would not be contacted for payment. correspondence would continue to be addressed to you both at your address. You state you cannot afford a court order. I hate to say it but he still has rights to the tenancy. As an assured tenant there is no statutory right to assign. NS is right in stating that it will depend on the contractual rights contained in the tenancy agreement.

PS: Perhaps alittle tongue in cheek but i raise the point seriously:
There is friction because flats are inadequately sound proofed so they play games with hammering,etc. They tap to see if I will respond maybe because they think I'm listening in to their arrangements. Also heard derogatory remark against gays after I had invited gay friend round. Noise levels of three people in small flat bound to be noisier,including ablutions. Yes, enjoy hearing three people use lavatory of an evening, kid(s), etc. They are only looking after flat and lie in bed all day to save bills for genuine tenant who is bending the rules.
