HA’s should be more creative?
By reclassifying 3 beds to 2 beds? Re-developing them? All takes time!
Sell them to private landlords?
The problem with selling them is not the selling… but the building. Why do you think there is so many 3 bed houses? Because even if you are a developer selling to a HA you can gain more profit from a 3 bed house then a 1 or 2 bed. Developers were only interested, until now, in developing 1 bed flats, 2+ bed houses. They are not interested in 1 bed bungalows, 1 bed cluster houses (which have gardens) because the philosophy has been build as much into the smallest space possible. Until this changes nothing will change.

As a CODE assessor I can say I’d rather buy (or rent) a new social (whatever social means) built property due to HCA funding that has had compulsory CODE than a ‘knock them up, as cheap as possible’ market house.
The CODE’s problem from the start is that the Labour government half heartily introduced it when it should have been compulsory for all newly build properties.
Yes, parts of it need reforming and parts of it are overly burdening especially in the use of rain water collection systems.
It’s not just those caught out later but new tenants. BT goes in conjunction with government’s bed policy. Therefore, even if a local allocations policy states for example: a couple with 2 children of different sex under 10 maybe allocated a 3 bed property according to the government they are under occupying by 1 bedroom. They would like a 3 bed, but do not take it, hence increasing RP voids.
I admit the under occupation charge is working - good on it! Serious overcrowding problem and not enough family sized homes to satisfy those on the waiting lists – a London problem! Because in my area RP’s now have voids on 3 and 4 bed properties they just can’t rent out.

It is not about losing the argument but about perceptions. If the perception is that one or more sides are not listening then violence is the only source of relief.
