    take my 128 pound-a-month service charge and make it 70 pounds a month. That would be affordable housing.

    Ah, but it is plain language, -that doesn't mean they are not lying- when they say "your service charge can go down as well as up"

    My lease is a standard one, but certain Housing Associations won't allow people to sublet even at 100%. So yes, it depends on the HA. There are different standard leases. That's why people have to be very careful before they go the SO route.

    I will be specific: my lease allows you to staircase to 100%. But it won't allow me to sublet even then.

    I can tell you this is a very big HA, one of the biggest ones. About 30K properties in UK I think.
