While SP is nominally a partnership, when the ship is in grave difficulties, it’s every authority for itself. County authorities will look to throw the beneficiaries of SP overboard - more homelessness and increased use of A&E departments (to name just two consequences of SP cuts) are not their biggest concern. What’s needed to prevent this, is an overarching agency able to see the bigger picture. Of course before the ring fence came off, central government used to do this. But if the ring fence is not going to be restored, why not try giving the SP pot to those who can see the benefit?
