Sounds like another case of the Tories opening their mouths before engaging their brains perhaps.... there are so many unanswered questions. I wonder how many future parlimentarians are now considering selling off their second homes before the probability of this policy is introduced???

The tenancy meetings should have some form of constitution laid down in part by the regulation of the TSA and should proceed within stautory guidelines.
If the meetings are being circumvented by the CEO by not notifying every tenant you should make a formal complaint to the TSA and ask them to intervene on your behalf. -

Dont let it go and tell the whistle blower that he should inform the cabinet member/councillor for housing in your local authority. Within most councils there is likely to be an overview and scrutiny comittee who review the financial aspects of the way in which the ALMO works.
If there is a financial irregularity they can compel the ALMO a) to reveal what it is b) State what action they took to reveal it and c) chjange procedures so that it doesnt happen again.
