It is not 'the way' that is lacking, it is the will of the landlords to effect that is lacking. If they state they have a committment to tenants on an equal basis in line with the tenancy agreement, all they have to do is stick to and by that.

From my personal and unfortunate experience, those on psyche meds don't have 'learning' difficulties beyond the fact that they never learn to treat others with respect and consideration. Why? Because anything the darlings do, is fine. In my experience, insanely selfish brain damaged individuals are NOT capable of independent living. Period.

This has been known for centuries; that brain damage is caused by trauma to the skull (in most cases other than stroke, meds etc). Head traumas produce psychopaths; the reasoning/emotive brain areas being damaged. Ex-service, sports and those on psyche meds suffer degrees of brain injury. It is deliberately induced in abusive families and it would be no surprise either (given their lunatic actions) that all parliamentarian/governmental forces are insane as a result.

Agree that victims of this abuse need to have clear understanding of what can and can not be done in any given circumstance. There is the danger of 'gang ASB' though and it's easy enough to issue five apparantley different reports from one source if someone is being deliberately targeted. Also, these 'vulnerable' people do not necessarily refer to the victims of abuse. Vulnerable as in 'favoured minority groups' which is just fine unless and until (which is common enough) the perpetrator(s) have 'mental health issues' or are of a prejucially victim favoured group! Hence all the 'diversity, equality, sustainability' training in the police, governmental and ngo sectors leaching from the public purse.

Agreed with all and obviously, HA's should be disempowered. Hate to break the bad news, but the police forces are private corporations .....check Dunn & Bradstreet you'll be surprised what's listed under what name. For instance, The Labour Party is or was listed under the trading title of ...... ALISDAIR DARLING plc. See?

Simon, for clarification in the face of insanity check out UN Agenda 21 regulations for Equality, Diversity, Sustainability. Check out Common Purpose, NLP, Community Leaders, Champions etc
It's always denial in the first instance, where psycho technique are applied to put the victim on the spot as being 'unreasonable' bs.
When we look at the inside guts and roots of communism or fascism (same thing) and understand the psycholigical weapons in use, you'll see the why's and wherefore's to seemingly bizaar responses from HA's in dealing with insane behaviours. Also, the police, social 'services' etc. follow the same guidelines as do every council without our consent.

post essence again, there is no wrong in communication and speaking unless it is based on lies and a political agenda which is what we're drowing in anyway, unmoderated. i am not so accepting of outside 'authoritarian' controls.

However, the landlord can assist the victim by issuing written warnings, demotion of tenancy and, if not eviction, then rehousing to a more supervised environment. But they won't even do that much. It helps victims feel supported through thier living nightmare in some small way.
To be fair to the Landlord, the diffiuclty lies in the fact that even if they go through due process on behalf of the victim, they know in advance that eviction will not happen if: the perp is 'special needs' categories and the victim is not. So why bother when they don't have to and are following the regulations in protecting the 'vulnerable' perps.
However, it's going some when after theft, assaults, gang stalking, defamation, intimidation, racist hatred and unceasing harrassment they claim to a man/woman that the tenancy agreement has not been breached!
Many enjoy peaceful and lovely homes, whether private or social and can have no conception of life on death row.
