Sekf build is intersting and can make a contribution. Maybe the answer is thta as it is nly the one house each time it should benefit from a differnt planning treatment. say automatic approval except in case of obvious damamge to interests of national importance. and make the planning authority financially liable if they veto one which is subnsequently allowed at appeal.
On the broader point the way forward in mainstream rental housing is for RPs to borrow index linked finance. That way their balance sheets are broperly balanced and they aren't running basis risk, they will have an asset which has an index linked income (House rents) and a matching Liability and index-linked bond easy really. No need for any grant either ( other than the minister, the Grant we all need and love ! lol) -

Well as long as we are in the EU we have no real control ver immigration so discussing it is pointless. much more intersting to talk about how we could house those in housing need.
Funding needs a shake up, as does planning.
RPs need to grasp you more fundamental points about managing their balance sheets, matching off the nature of their assets and liabilities. Do that properly and you can radically increase hosing productin without recourse to grant. But so many aren't intersted in anything that doesn't begin with weilding the traditional housing association begging bowl to government. -
