Simply, yes, but do seek direct advice for your particular circumstances (if you are taking formal action over the disrepair, for instance, as the same legal advisor about the home loss payment - at very least they will need to know that the outcome you require for settlement of the disrepair may have changed)

The two actions do not rule either out, but the fact that you are being moved (so that repair/demolition can be carried out) may have an impact on the disrepair case, and indeed may assist you to a mutual settlement.

As I said initially though, the individual circumstances are what are important so seek advice from a legal source without delay.

As I understand it from personal experience Home Loss Payment is statutory in relation to a person's home being permanently redeveloped.

Being decanted on a temporary does not normally (as far as I am aware) attract a Home Loss Payment but may attract an allowance/discretionary payment along with removal costs and so on (things like disconnection and reconnection of services and equipment, additional transport expenditure. mail redirection, replacement furniyure/fittings ...).

If you were transferred from your home because repairs required where such that they could not be carried with you remaining in possession and as a result you were transferred permanently then you entitled to the payment. Legal action or not is irrelevant but if you owe arrears some of the arrears can be taken from the Home Loss Payment.
