ALMO tension brewing
Councils opened a Pandora’s box when they created arm’s-length management organisations, an ALMO umbrella group has warned.
Gwyneth Taylor, policy officer at the National Federation of ALMOs, predicted tensions would develop with parent authorities.
‘A number of councils cynically set up an ALMO to get decent homes funding and then planned to wind it up. But that isn’t going to happen. The only way to do it is to get tenants to agree, but many say “over my dead body will we go back to the council”.’

Some ALMOS 'allegedly' work where there is true tenant involvement and participataion and control. The majority of others, Gateshead in particular, are not supported by the tenants who are seeking to have it disbanded. This ALMO has been an unmitigated disaster. The tenants' movement and associations have been marginalised by the removal of funding and support in order that the upcoming Audit Commission inspection speak to only thjose who are compliant.
