Poll shows dissatisfaction with HRA
The vast majority of housing officers in the Association of Retained Council Housing group believe councils should have control over their social housing finance.
The overriding concern of senior officers in stock-retaining councils was the housing revenue account system, described variously as ‘unfair’, ‘unsustainable’, and ‘unstable’, ARCH states in a new report. All said they were giving more to the Treasury through the HRA than they received.
One interviewee said: ‘It takes away some of the problems in very impoverished areas – but it is a disincentive to looking after your own area.’
The surveyed officers said that the Housing and Regeneration Act failed to provide enough opportunity for councils to build new homes. Many are concerned that a lack of land or resources will prevent them forming local housing companies.
