TVH to merge after being placed in supervision

Three Valleys Housing has been placed under supervision and agreed to merge with another association following concerns about its governance and management.

Social housing regulator the Tenant Services Authority has stepped in after a series of complaints about TVH.

It has made two statutory appointments to the board of the 5,000-home Derbyshire-based social landlord. The board has decided to merge with another housing association, and the regulator is backing this move.

Peter Marsh, TSA chief executive said: ‘We have been closely monitoring Three Valleys Housing Group and have decided that we need to take action to strengthen their board whilst they look to join another housing association to secure the best outcome for current and future tenants.’

The TSA has appointed Val Hammond, chair of Acclaim Housing Group, and Lakhbir Jaspal, deputy group chief executive of Accord, to the TVH board. Both appointees started this week.

The news follows the suspension of TVH chief executive Paul Eastwood, and director of finance Nasreen Hussain, after complaints were made to the board.

  • This just goes to prove Kass, that, to build well, you need to start off with a good solid foundation. In 2002, when TVH was initiated, that foundation was not established and performances have been very wobbly eversince.
    A particular fellow tenant and myself are most grateful for this outcome, and wish to thank the TSA for following up on our actions and reports. Ideally this should have happened in Oct 2009 but you can't have everything in this life. Here's looking forward to forthcoming much improved services for TVH tenants.

  • Why has TVH's board decided that a merger is the best option? If they were sleep walking through all the problems before are they the best people to make this decision? Have the residents been balloted on this merger??

  • To my certain knowledge Peter, the residents of TVH have received no communication whatsoever on the issues that have recently come to light.
    A good social landlord would have made this action a top priority matter, in addition to seeking residents opinions. However, past ballots (held at the recent residents conference, where only 62 persons attended out of a possible 6000) were farcical, to say the least. How can any substance be put to a ballot which represents the opinion of a mere 1% of its customer base?
    It seems common sense to me that, ANYONE who had any connection with the strategic operation of TVH since the 2009 AGM, should be barred from any further activity within the company. How else can it be guaranteed that the past abysmal actions and decisions will not be repeated?

  • Hi Byronboy,

    I suggest that you contact TSA and raise these concerns. There many reasons why people don't want support or take part in AGMs or other events organized by your HA. Why this happening needs to established first, so you have starting point? But, I suggest you discuss with TSA to consider a door to door sample survey to determine what the residents of TVH want from their landlord.

    You also need find out what evidence were used to support the merger. Good luck.

  • Hi Peter - thanks for the advice. May I suggest that you read ALL the material published herein on the subject of TVH, then you will know to what degree the residents of TVH, through the efforts of Ex-board members in particular, have been in touch with the TSA, and how the sad happenings at the association were exposed in the first place.
    I assure you, that herein lies a story of just how much tenants can achieve. All that is needed is honesty and tenacity.
