On a cursory first reading it would seem that the surprising savings attributed to SP in Sheltered Housing is a circular argument based upon certain assumptions such as the savings made by going to floating support.
As a tenant rep deeply involved in resisting SP policies locally and nationally I see this claim as disingenuous and a way for a quango to justify its position, not to benefit tenants but to keep sheltered housing in their portfolio.
I now need to read the report more closely so this can be properly addressed.
