This is bizarre, most developers I know actually use housing associations s106 contribution to "pump prime the development. What is the point in building more private homes. It is the cost of homes that is the problem. More carrot and stick should have been used. The proposal of tax on land banked planning permissions would be bring more developments to the market quicker. This first action from the new minister is a liitle foolhardy and will not generate affordable housing to first time buyers.
This idea was tried in Germany, when they had populist clamour for such measures. They abandoned it after several years as it was unworkable and costly. The costs are high as whole departments of enforcers, and officers are required to monitor and prosecute tenants.

I think the terms of yield are quite attractive to potential affordable housing developers, considering the costs of money through other methods.

Great idea, and possibly the only way that funds can be released for a housing boom. I dont agree with Alpha One, many HA dont rely on s106s to geenrate a development pipeline of new homes. It might generater land inflation which could be problematic if not handled right!
