I think I can resolve this one chaps to save any argument. I have the Annual Report for 2012-13 from my council and it says:
Total Income £43.5M
Repairs & Maint £8.0M
Planned Maint £9.0M
Service Costs £8.7M
Total Expenditure £25.7M
Surplus = £17.8M which is government loan repayment £11.6M and a further £6.1M set aside for new council housing and emergencies.
So as you can see far from being subsidised my council is creating large surpluses from the rents and able to subsidise the governments supposed historic housing debt and still build more homes. Imagine what is could do to lower rents and build more housing if the government did write-off the "debt" instead of subsidising stock transfers for instance.

The £400M would be better spent building new council housing rather than for privatisation and empire building.

Yes that's correct Realist old people do not want stairs which they cannot manage and they want small gardens. Try talking to them - it works for me.
We need to get back to taking the profit makers out of the social housing equation.
