    Looks impressive and innovative - of course it is just another private sector landlord and will suffer the opprobrium of the majority of posters on this site. But if it generates a dividend which can be used productively then good luck to it

    Well done Bolton Council:
    '(e) New Build Affordable Homes – the Council had received approximately £0.7m as a New Homes Bonus grant from the Government which was based upon the numbers of new homes provided in the Borough in the previous year. As there was a significant demand for affordable homes in the Borough it was suggested that this be allocated to support the development of new affordable homes': - THE EXECUTIVE: MEETING, 5TH DECEMBER, 2011

    But if it refinances one of RPI + 2%, then providing the costs of issuance are less than the difference, it makes financial sense doesn't it? 1% pa over 10 years of £40m is £4m - that builds a lot of properties

    I don't believe that benefit increases (yet) will be less than CPI. Chip-wrapper argument is talking place about a reduction in benefit increase to fund a reduction  / temporary 'standstill' in petrol / diesel tax but I don't believe there will be an announcement until Osbourne's Autumn Statement (next week?)
