Council foots £5 million bill

A council must pay £5 million after an administrative error left it unable to charge leaseholders for decent homes work.

Waltham Forest Council’s arm’s-length management organisation, Ascham Homes, has dropped its appeal against a ruling which said it had not consulted leaseholders correctly over refurbishments bills.

Leaseholders had received bills for as much as £32,000 for work on their tower blocks from the ALMO.

The Lands Tribunal and Leasehold Valuation Tribunal refused to grant retrospective exemption from requirements to consult leaseholders, leaving the council to pay £5 million of works cost from its own contingency budget.
