One-star ratings for midlands councils
Two housing services inspected by the Audit Commission have this week received ‘fair’ one-star ratings.
The strategic housing service provided by Herefordshire council was described as having ‘promising prospects for improvement’.
Inspectors praised a reduction in homelessness, the construction of affordable homes, assistance with fuel bills and help for people with support needs.
However they were critical of progress in meeting the housing needs of Gypsies and Travellers, management of risks associated with houses in multiple occupation, and value for money.
Deborah Good, the Audit Commission’s lead housing inspector for the west midlands, said: ‘Herefordshire council displays self-awareness and a genuine desire to improve. It has a good reputation for delivering improvements in priority areas.’
Telford & Wrekin’s strategic housing service received an identical rating, and was also described as having ‘promising prospects for improvement’.
Here the inspectors praised strong leadership, work to bring empty homes back into use, and the prevention of homelessness.
They were critical of the number of homes being built, plans to address housing need, and regulation of the private rented sector.
Ms Good said: ‘The council has made considerable progress in improving service quality and outcomes for service users. In a few important areas, it still has some way to go before it catches up with the best-performing councils. However, the new arrangements and plans that are being put in place suggest that it is on the right track.’
