Helen Bailey, director of public services, also worked on health, local government, education and Scotland and Wales as well as leading work on public service reform.

Ms Bailey said: ‘I decided a while ago that the spending review would mark a watershed in my time in the Treasury and would be the right time to move on.

‘I have learned a lot and am proud of my contributions on issues such as community budgets and public service reform, and the Treasury’s work with a large number of stakeholders inside and outside government.

‘I have greatly valued the calibre of Treasury colleagues and enjoyed the challenge of being a part of this great institution.’

The Treasury is expected to lose around 25 per cent of its staff as a result of government cut backs.

Ms Bailey said: ‘The Treasury is looking at its structures as a result of the spending review, so I feel it is right to tell the parts of the Treasury that work for me that I will not be a part of their longer term future.’
