Seven people employed in housing roles at quangos are earning more than £150,000 a year.
The Cabinet Office has published a list showing the top earners at non-departmental public bodies alongside those employed in government departments for the first time.
It shows four senior Homes and Communities Agency staff are paid more than £150,000, including chief executive Sir Bob Kerslake who is the only employee of a housing quango on the list to break the £200,000 barrier.
At the Tenant Services Authority only chief executive Peter Marsh breaches the £150,000 limit, with a salary of between £165,000 and £169,999.
Two senior Audit Commission employees with a housing role also top £150,000.
The combined list shows that overall there are 332 individuals employed in quangos and central government departments earning more than £150,000.
The Cabinet Office said it was publishing the details to make government as transparent as possible.
Cabinet Office minister Francis Maude said: ‘We are absolutely committed to acting quickly on pledges in our coalition agreement to release information that will allow everyone to hold their politicians and public bodies to account.’
