I'm very hard pressed to work out how these mistakes could be made. Either contracts for construction have been let or they haven't. Either work has started or it hasn't.

This could hamper maintenance of flats and could lead to blocks deteriorating until such time as repairs become essential. At which point Flo's law might apply and the leaseholder is shielded from some of the costs accumulated through an enforced poorly run maintenance programme. This does not seem fair.
I agree wholly that there needs to be full consultation and justification of costs but this judgement seems to be remedying ill thought out consultation with measures that could prevent the running of proper maintenance regimes.
