    Excellent start - it would be helpful to report the average total capital cost of each home and the savings on the running costs per annum. i.e is this a viable option for future homes or is it a showcase example?

    The start of anarchy/mayhem happens when the "few" go mad and the "many" do nothing to stop it. Society as a whole suffers the consequences with its disentegration into chaos as the victims flee and the perpetrators rejoice in their pyrhhic victory.

    Would the perpetrators be identified and brought to justice. Where was the Police at this time - could we have their comments to the story?

    Is this a bail out of LCHO units? If so, it is a disgrace that HA's were allowed to run up such high numbers. It is high time that accountability returned to the fore and competencies be reviewed. The "free" bail out of banks and their executives at the tax payers expense has not helped in this regard; we must endeavour to stop the disease spreading.

    Smoothing out spend over a 3 year period would be preferred rather than artificial limits dictated by accounting conventions. A year on year budget results in distortions in market values and costs as they tend to drive up costs and values (in the year of plenty) and cause a slump (in the year of scarcity). A better planning approach is to have an agreed budget over a 3 year period and for public finances to break away from the year on year convention (for budgeting) though one could always report actuals using year on year basis with the amount unspent being carried forward. Is this too complex for public financiers to work out?
