Planning gain review faces fresh delay
The Office of the Deputy Prime Minister's long-awaited planning gain review has been delayed after being absorbed into a wider cross departmental probe into how the public purse can more effectively cream off development profits.
The ODPM had been scheduled to publish a revision of circular 6/98, which spells out requirements on developers to provide affordable housing, by the late spring.
But ODPM officials have admitted to Inside Housing that publication of the revisions has been suspended while the Misc 22 Cabinet committee, which has been set up to oversee the regeneration of the Thames Gateway, investigates new mechanisms for capturing increases in land value to pay for infrastructure improvements.
The land value capture work is going on in parallel with a separate study examining transport and development potential in the Thames Gateway, the draft of which was submitted to Misc 22 this week.
