You are barking up the wrong tree and confusing the term Company Secretary which appears in the Companies Act with a job title. They are 2 different things
The term 'Company Secretary' is an officer of the board as outlined in the Companies Act and in small organisations it would be undertaken by the CEO as part of their duties but they do not get a 2nd salary becauseb it is not a role in itself within the organisation- its a pure governance and legal term in this context.
In large organisations it is normal to have a specific role called 'comp sec' who would be paid like any other staff member and have specific duties and be paid a salary reflecting the responsibilities and size of the organisation. This would not be the CEO.
