Having worked in SH for 30 years (now retired due to council's changes) It is true that most SH manager's realised in 2000 what would be the outcome of these plans.
I am split between supporting the changes for residents managers, on the grounds that most SH schemes do not house the tenants who need SH, it seemed to me anyone over 55yrs were placed there. Certainly in my scheme and fellow managers (local authority). And by the time I left 9 months ago, only 25% of the tenants needed support. Others were very fit and some working still!
So I think the real problem is to make all SH providers bring back the real reasons for SH needs in the first place. House the elderly that need this in between support. This would save many going into nursing homes too early ect. Why should over 55yrs only be offered SH? this is were the waste of money is caused.
Also, at the cost of being shouted down, why should SH tenants get their TV lic free, when Mrs bloggs living in her home across the road has to pay the full licence, and the Elec payment, again I watched most of my tenants using their funds for holidays etc, as their heating came in with the rent, when again Mrs bloggs had to pay her full electric bill.
Over all view: bring back the reason for SH and staff accordingly.
