What was total Government spend on housing benefit, grants, house building incentives of various kinds and housing related welfare payments to all tenants regardless of council, HA or private housing over the past ten years Chris? Is it negative? No. You will find that over the past ten years, the average subsidy has been positive and the trend until recently was an upwards one.
In 2009/10, market rents were falling by on average 18%. Social rents were increasing over that same period. So which cost the tax payer more?
