According to the government reform proposals for the Localism Bill:
"The Government’s new Affordable Rent model, announced at the Spending Review, is designed to maximise the delivery of new social housing by making the best possible use of constrained public subsidy and the existing social housing stock."
That sounds to me as if they are proposing to maintain public subsidy of housing, but it will remain "constrained".
I don't see how you can interpret this any other way. Social housing is subsidised.
