I didn't work in Housing, but in corporate performance management and so have had a lot of dealings with the AC and their ways.
THANK GOD THEY HAVE GONE!!
They turned performance management into exactly that, a performance to be managed i.e. show business. The purpose of performance measures became to "get stars". Not understand and improve, but to use to show off to the AC. Luckily I was too far away from the work to see the impact on real people, but it made life appalling for people trying to do something useful in performance, as your sole purpose was to help make the council look better. Not help understand. It shoved aside any people who wanted this, and promoted and encouraged people into performance who I wouldnt trust running a whelk stall. Sadly these people are still there, and running round like headless chickens looking for a purpose now there is no-one to show off to. Incredibly these remnants of a failed ideology are trying to build an Audit Commission of their own by getting the LGA to replicate its main features, comparing and ranking "performance", inspections etc.
I URGE Mr Pickles to make it very clear indeed that councils should NOT be trying to make an AC of their own, and if they cant, the people responsible should move onto something else. But preferably not a whelk stall, the whelk industry does not need them. No-one does.
