Rick, it's worse than that, DRO's could lead the financial viability of small HAs becoming unsustainable. It's also going to cause problems with lenders who are going to be concerned about income of HA's being affected.
DRO's are meant to help people out in dire financial circumstance, not help people who couldn't be bothered to pay their rent to avoid it.
I'm with Mr Ankers on this, the courts have already determined HA's are public bodies, so arrears should be protected from DROs as well.
Personally I'm more in favour of a more rigid IVA scheme, where people still have to pay back debts, as much as they can afford, and interest and arrears charges are suspended whilst they are protected, than simply writing off debts for a £90 fee.
Basically all a DRO does is encourage people to wrack up masses of debt, then to pay £90 and write off £15k of it in one go.
