Of course, underoccupying tenants may avoid this new additional tenant tax by letting that spare room to a lodger - except Shapps is moving to make subletting illegal.
Now he headlines this to be the currently illegal total property subletting by saying he wants to make it a criminal rather than civil matter - but on past track record one can be sure that his real aim is to prevent tenants avoiding his tenant tax.
I'd encourage all tenants with a spare room to request of their landlord what availability of smaller accomodation exists, and what the likelihood, and indeed the wating period, would be of moving into it. What ever the reply is should be submitted into court as evidence that the landlord is liable for the underoccupancy not the tenant.
Meanwhile, just to really irritate our goose stepping masters, let the room out to a young person at the full single room rate, and to celebrate the latest flying pig announcement, erect a flag from your home announcing 'Proud to be a Social Tenant'. Mr Pickles says you should be able to fly the flag, so its only right that you do so.
