Defeat for government on Welfare Reform Bill

As we can all see it is the exhorbitant costs of housing and therefore the HB bill that is the nub of the problem.....I do wonder though in this plan which is to move people into work and off welfare dependency whether it will have quite the desired effect. Are these people, many of whose lives are already chaotic, more likely to get jobs (if there are any left in this climate) and become model citizens, OR are they likely to become further destabilised and alienated by being shoved from pillar to post.As ever I suspect rhetoric won't manage to bridge the gap between the ideology and the reality.
