What an interesting exchange.
Perhaps UK citizens should be forced to return to the town of their birth should they fall on hard times, and that town should have to take responsibilty for all of their needs. They too could pay into a pot to ensure that they have funds to support themselves and return to their birth town when required.
Let's see, we could call that pot - The Treasury - and people could pay into it through - Taxation. Oh, but then all those immigrants that would be repatriated under the insurance sponsored deposit scheme would also have paid taxes to the Treasury - no doubt, like tourists, they will be able to have those sums refunded if they are denied the service they have paid for!
