Probably sounds good down the pub John but your controls can not work in the real world, within the law, and taking into account our now globalised economy.
If you are saying that we should opt out of the global economy, break our international treaties (including such that we would need to give up our permenant seat at the UN), and introduce a surveilance culture that would make Blair look like a Liberal, then your proposal may just about work.
As for making the government aware of the implication of failing to maintain the supply of decent affordable housing - I think they are fully aware, but the advantages to key sectors of not doing so appear as their priority. At least in this though you are identifying those who are both responsible and have the means to correct their actions, rather than following the blame the victim approach that is too common these days.
By the way - what HMOs are social landlords running?
