Here is another interesting quote from the consultation document:
"Under all models receipts used for replacement homes will need to be supplemented by borrowing, provider contributions in land or other funding.
Unlike the current Affordable Homes Programme it is not intended to allow conversions to support funding for replacement affordable homes."
'Conversions' are where social rent is replaced by Affordable Rent when the tenancy of a property changes.
So, the new proposals seem to be designed to discourage landlords from increasing their rents on existing properties from Social Rent to Affordable Rent to boost their borrowing capacity towards new social housing provision.
That is good, isn't it?
