So who will be made to pay for the homeowner's home improvements, if not the homeowner? Who is going to be forced to pay for a benefit they definitely will not get? Someone is in cloud cuckoo land - the place where apparently money falls as manna from heaven.
The policy will not have any effect on 'soaring energy bills' - since when does anyone pay for their neighbours energy use which is metered to individual households?
In terms of reducing carbon emissions, this all depends on whether the cost of reduction is worth as much or more in benefits. It isn't.
