so 'poor' live in 'rich' boroughs, and have no work? now, shock horror, they will move to 'poor' boroughs where they will continue to have no work. what a surprise. and is it the boroughs' business that their tenants are poor? or do they have to prop up their poor tenants just because they are poor. And how is it that for all those poor, living the life of misery in zone 1, there are all those that pay to commute to get to zone 1 every morning to do jobs paying minimum wage that those living there somehow fail to get. it's not about the poor, or the jobs, it's about regulating rent prices.
