It seems to me that that the governmenmt's houing policies are not well thought through. All London authorities would have, at somepoint implemented such policies, as the situation is dire. However, this brings to the fore, the government's agenda of social cleansing. Westminster were the first announce they would be relocating families outside of the area. There will of course be a ripple effect of the policies if the Inner London boroughs go through with those policies. Amending the guidance (which is not law) is not likely to make much of a difference.
