I understand that some organisations are struggling with the work programme but I think we have to realise that were talking about the third sector being asked to deliver a commercial approach on a 5 year contract under a Payment by results model. Therein lies the main problem, this is a new way of working for some orgs, alongside needing experience, the right staff, robust finacial modelling and the right set of desirable services that Primes need for their contract delivery. All of these factors will affect affect potential referrals & payments.
I fear that some organisations got into the work programme without realising what would be involved in terms of supply chain management, relationship management with Primes and subsequesnt cash flow etc
CESI have produced a report for HACT noting how much employment and training support social housing providers are delivering however a small % of HAs are involved in the work programme directly.
I really hope that we can review progress made over time on the work programme. I accept that in some cases the work programme delivery will be tough and there will be orgs that fail. But lets not forget that homeless, vulnerable, excluded & unemployed people will end up on the work programme and if were not prepared to do the work someone else will.
