As I see it, social rents go up by the government formula so the costs will come out of that. Unless, they are new tenancies that allow in the tenancy agreement for such charges to be added as service charges.
I could be wrong though -- can anybody confirm the above?

unfortunately, I have little knowledge of HA directors and managers other than the ones of my landlord ... and, honestly, as such, they are a good set of people ALL set on getting it the best they can for tenants -- sometimes there are glitches but once identified they are acted upon.
For example, after lunch on Wednesday of last week -- 3 tenant colleagues and myself met with our Director of Operations regarding our perceptions that there was less focus being put on services/standards to/for tenants and more on money, money. money.
Thursday morning saw various actions being taken to sort things out. That can't be at all bad.
