Jim, earnings may be based on total income per household of those over 18?...or maybe just the two highest only?....and if these earnings drop then a sliding scale in % could be built into the calculation as in many current benefits.....
lets also hope that it will reduce the farce of a family of four, where both parents work, say with a joint income of 50K, and each child earns 20K = total income of household pa is 90k , living in low rent, social housing.

From what I seen re the comments so far, it appears that a lot of people are either self centred b*****ds or go off on a tangent about tenancies, disempowered tenants, etc...Hmm? well, maybe you can tell the genuine low earners and struggling families in low rent social housing that your household brings in over 60K and then deal with their reaction because they'll be the first to tell you that these places aren't for you.
