I know some vexatious tenants personally and have watched them in action -- the last occasion being Tuesday of this week.
Although it's nobody's business .. I am not a housing professional but do counsel dozens of tenants each month (on matters affecting their homes, tenancies and quality of life).
Many take the advice given and some are reluctant to do so at first (on the grounds that they may be got at for doing so) and some even ignore it. That is their right.
I hope this has explained things -- I am very careful not to reveal my identity (and sometimes will try to divert people into believing I might be someone else) as it may impinge on what I do/seek to achieve as I am relatively easy to identify in my area of expertise (that of protecting the intersts of tenants).
