The PM is perhaps having success in diverting attention away from the fact that all councils (now faced with a decreased government council tax grant of 90% as of next April) will set their own council tax 'benefit' but have to protect that 'benefit' to the elderly.
5.2 million council tax beneficiaries can't all be elderly but must be so poor as to need such a benefit.

What next, rationing of health care unless you can pay at the point of delivery .... anyway, as the meek and mild might say "It's only a conversation that the PM has instigated and the LinDems are relaxed about it".
We've seen how the government has consulted in the housing world -- it doesn't bode well for this 'conversation; if that is anything to go by -- there are lessons to be learnt from history.
