Melvin - Poll Tax can never be the fairest system as it is not linked to the ability to pay; nor is it corrective of the theft of property arising from the Enclosure Acts; nor is it supportive of a situation where international flexibility means that service users would not be registered electors, thus benefiting from free services funded primarily by those without the ability to pay the fund required.
Abolition of the UBR (the left over from the Poll Tax) would allow LAs to charge according to their own priorities, and thus make a fairer more proportionate draw upon community funds. However, any scheme that returns us to the Poor Law situation of no national relief of poverty is as doomed as the Poll Tax.
