After having spent four years going through the HA's 'procedure' and then the Housing Ombudsman and then a court case- I realised that I was never going to win. The system does not work because there is no will to care what happens to tenants- tenants are sitting targets for every joe blow with pretty words and promises. They make their money and off they go.
Laughing all the way to the bank. Take the words of this latest likely lad with the shovel full of salt. -

Comment on: Private landlords plan to snub tenants on benefits
Good, when homes start to empty and landlords realise the days of the gravy train are over and government has to start thinking about where they will put all the displaced tenants, we might get some balance in the situation.
Renting is unaffordable and has been for a very long time and landlords have benefitted from ever increasing rents. When people cannot afford to house themselves and children are without basic security then something is very wrong with the system. -

please find enclosed a copy of our complaints procedure. This is in three parts stage one, stage two and stage three, Housing Ombudsman.
Dear Housing Ombudsman
your complaints procedure looks the same as that provided by the Housing provider.
It has taken over four years, hundreds of sleepless nights, hundreds of pounds and extreme anxiety to then have you tell me that you do not unhold my complaints- even though you have not listened nor read a lot of the evidence put before you. Why is this?
You have also recently told me that you do not take precedent into account.
You are then an organisation, paid for by the public who can make decisions based on your opinions not on law or any other reliable source but opinions.
Can someone please tell me, if the housing associations put tenants through three stages of a complaints procedure, pleasing themselves when and if they answer the tenant, if the housing ombudsman does likewise- why does the taxpayer fund these activities?Who do they exist for?
It is a sham and mental health hazard.
Tenants should be warned.

Shleterd housing were once places where the older citizen could feel safe secure and supported.Wardens were employed to provide support services and carried out tasks the tenant may have found hard or impossible- not strictly carers, the warden carried out a valued and needed service to the vulnerable in their care.
These days the sheltered housing environment may be used to house people, in varying states of addction ill health or well being being; sheltered housing is now used to house the overspill from general needs- whether the applicant wants it or not- choice does not come into it. If an applicant is over 55 or 60 in some cases they are offered sheltered housing.
Wardens are no longer wardens but scheme managers (who are also known by other titles) who are driven mad with paperwork and courses when all they really wanted to do was to help people- this has beeen a sad turn of events for the residents who thought they would be secure.

It depends on what your tenancy agreement says or your lease.
If variable then they can charge for services they have provided throughout the year, if fixed they can charge only for certain items and again it depands on your tenancy agreement. Iwould always fall back on my tenancy agreement and and breaches would be talking breach of contract or if overcharging go to Leasehold Valuation Tribunal or ask for an assesment through the rent assesment committee if you hold a tenancy.
I would also take legal advice if it looked like becoming too complicated because it is a fraught area and I have found this out to my detriment.This is my understanding of the situation and such is the state of tenant rights in the UK that tenants need a degree in law to navigate it all.

Hi
I finally had to take out an injunction which seemed to do the job it was intended for.
Maragaret , you need to understand that you are dealing with the profoundly ignorant. Drop all illusions that these staff understand what integrity and honesty is and that should take you some way to a sane way of seeing these people.
They are not in the job to help others they are there to help themselves and so you will get nowhere.
It is a terrible thing when people are devalued and disbelieved and it can really get you down but keep fighting back- don't let them win.
I am sorry that any tenant has to go through this- it is beyond sad.
