    So the Govt. believes that a 50% tax rate is a disincentive to entrepeneurs to earn more money but apparently they are happy to disincentivise council tenants?

    I agree with Rick Campbell, this seems a fairly routine case applying well established case law.

    As long as landlords make out a strong case and demonstrate harm to the commmunity then judges can and will evict, notwithstanding any dependents or vulnerabilities.

    To say that these findings undermine the tenants trying to save their homes from demolition is taking diabolical liberties with the figures.

    The results of the 331 responses are:
    Against demolition - 215 = 65%
    In favour of demolition - 102 = 31%
    Unknown/other - 14 = 4%

    The article should say that tenants are more than 2 to 1 against demolition. The headline is misleading and prejudicial to the tenants interests.

    In a ballot or election you can only count the views of those who take part. There were 331 responses from 584 secure tenants - a 57% response rate. This is a perfectly valid percentage when you consider that the turnout for the 2006 local elections in Hammersmith & Fulham was only 40%.

    Just out interest, how can homes rented at 'market rent' be considered 'affordable'? If the market rent was affordable there would be no need for sub-market rents.

    In answer to the Captain, this is not about 'bad landlords' it is about supporting tenant self determination. Tenant ownership and control bring additional benefits even where the original landlord is a good one.

    I would certainly be in favour of extending the statutory Right to Manage (and Transfer) to housing association tenants to put them on an even footing with council tenants and allowing them to address local concerns or aspirations.

    From the work we have done with our tenants, the impact of the changes to HB will be varied depending on circumstances. 

    For families with children but still classed as under occupying, most will choose to find the £9-£10 per week (in our area) to make up the shortfall.  Whilst on low incomes, these families have some capacity to pay their rent, even though doing so will mean less money for other essentials.

    The hardest hit will be single claimants on IS or JSA (£67.50pw), there is no prospect of them being able to pay an 11% shortfall, never mind 23% if they underoccupy by two bedrooms.  This without them having to pay c.20% of their council tax as well.  Tenants in this group will have to make major changes, whether moving home or taking in family/friends to reduce the underoccupation and help pay the bills.
