Homes England appoints 66 developers to new framework

A total of 66 developers, suppliers and housing associations have been appointed to a new £20bn procurement framework set up by Homes England #UKhousing

Earlier this week the government’s housing delivery agency launched a new dynamic purchasing system (DPS), which it said will make it easier for house builders of all sizes to access Homes England land.

Major house builders including Crest Nicholson and Bellway Homes – as well as housing associations such as Sanctuary, Optivo and Places for People – have been appointed to the framework.

Switching to the new DPS, which replaces Homes England’s previous Delivery Partner Panel 3 (DPP3), will allow house builders to apply to join the agency’s preferred list of developers at any time, rather than having to wait until the list is renewed every four years.

Homes England said that the £20bn framework is the biggest DPS of its kind and is the agency’s largest procurement exercise to date.

A number of major housing associations that were on DPP3 are not currently included in the new DPS, such as L&Q, Clarion and A2Dominion.

Stephen Kinsella, chief land and development officer at Homes England, said the new DPS “marks a significant step forward in the way we work with developers to build homes”.

He said all that house builders interested in working with Homes England should “monitor our recently updated Land Hub, and apply to join the DPS when they see a site of interest”.

Local authorities and housing associations can use the DPS to find house builders to build homes on the land they own.

Housing minister Christopher Pincher said the flexibility of the new system will benefit SMEs and new entrants. Of the 66 house builders currently appointed to the DPS, 24 are SMEs.

He said: “This government is making great progress in building new homes and we are keen to continue delivering the homes this country needs. We welcome this change which will support SMEs while providing more opportunities for homeownership to hard-working people across the country.”

Homes England said it has a number of sites that it is planning to issue expressions of interest for via the DPS in the coming months, including a 14-acre site in Burgess Hill that will support around 350 homes and a site in Dudley that has planning permission for 89 homes.
