First projects awarded under £38m Scottish councils’ housing framework

Four housing projects worth a combined £37.7m have been awarded through a framework funded by Scottish councils.

Four housing projects worth a combined £37.7m have been awarded through a framework funded by Scottish councils #UKhousing

These are the first projects that have been allocated via the New Build Residential Framework, a jointly funded partnership between Scotland Excel and 11 Scottish councils.

The projects that have been awarded are:

  • A £14.8m, 75-home scheme in Dumfries and a £4.8m, 27-home scheme in Annan, both awarded to Ashleigh (Scotland) by Loreburn Housing Association
  • A £14.6m, 79-home Harbourside Project awarded to MacTaggart Construction by North Ayrshire Council
  • A £3.5m, 22-home scheme awarded to CCG (Scotland) by Stirling Council

Established in 2019, the new build framework was designed to reduce the time it takes housing associations and councils to engage a contractor to build new homes.

When announced, the framework was expected to be worth £1.5bn over a period of four years.

It is the largest ever framework set up by Scotland Excel, a procurement-focused non-profit funded by Scotland’s 32 local authorities.

Julie Welsh, chief executive of Scotland Excel, said: “This is a positive start to 2021 for Scotland Excel.

“We ended 2020 reaching the milestone of 100 associate members thanks to several housing associations joining us. And now we are supporting major improvements to Scotland’s social housing stock as three of our members use our framework to award new housing projects.

“This is good news for the construction sector and demonstrates the valuable role of our framework in supporting social landlords as they work with the construction industry to deliver efficient, high-quality housing projects that will bring social and economic benefits to our communities.

“Last year was extremely challenging for councils, housing associations and the construction industry and I’m pleased to see signs of recovery.

“We look forward to working with our members to underpin their efforts to deliver new homes this year as we become the procurement partner of choice for registered social landlords.”
