Tom Walker was seconded to the role of deputy chief executive and director of strategy at the Homes and Communities Agency in autumn 2017, just before Homes England was first formed.

He has now moved back to the Ministry of Housing, Communities and Local Government (MHCLG) to become its acting director general for decentralisation and growth.

Mr Walker was initially brought in on a two-year secondment in September 2017 from his role as director for cities and local growth where he worked across two departments: MHCLG and the Department for Business, Energy and Industrial Strategy.

It came just four months before the Homes and Communities Agency was split into two new organisations: the Regulator of Social Housing and Homes England.

Since then Mr Walker has worked as deputy to Homes England’s chief executive Nick Walkley and has been involved in the growth of the organisation and the creation of a number of new initiatives, such as the strategic partnership programme for housing associations.

Homes England said it would be making an interim appointment to fill the role shortly, with permanent recruitment set to start over the summer.

A spokesperson for Homes England said: “Tom has played a pivotal role in every stage of our progression as a new organisation and we wish him the best of luck in his new role.”

Before Homes England, Mr Walker held a number of other senior roles at MHCLG, including deputy director of enterprise zones and deputy director for neighbourhood planning, where he led work to turn neighbourhood planning into a national policy.
