The Joseph Rowntree Housing Trust (JRHT) has been downgraded for its governance by the regulator.

Regulator downgrades Joseph Rowntree Housing Trust for its governance

The 2,600-home trust has had a number of “preventable control failures” which have led the Homes and Communities Agency (HCA) to question the “effectiveness of the organisation’s approach to risk management”.

The regulator’s report added: “Although risks had been identified, the trustee body failed to ensure sound systems of internal control were in place to manage risks relating to safeguarding and covenant and regulatory compliance.”

Once the trust understood the risks it took “appropriate remedial action”, the regulator added.

But the organisation needs to “improve the overall effectiveness of its risk management and controls assurance frameworks to ensure it has a better grip on the management of such key risks”.

The trust was also unable to prove that its stress testing “had resulted in fully developed mitigation strategies or that it had taken timely action to redress high-cost elements of its work”.

Shaun Rafferty, strategic director of communities at JRHT, said: “We will use the feedback from the HCA to review our current improvement plans and will work closely with the regulator to ensure we can return to the highest grading.
“We have built a new leadership team and have a plan in place to ensure JRHT remains on a strong footing for the future. We will work through the action plan we have in place to carry out the necessary improvements required by the HCA.”

In a clutch of judgements, 13,000-home Curo has had its governance rating upgraded. The regulator said it has “assurance” that improvements have been made, including appointing a new chair and changing its governance structure.

Rochdale Boroughwide Housing (RBH) has had its governance upgraded. The 13,000-home housing association was previously downgraded after the regulator discovered a “significant number” of homes with expired gas safety certificates.

The regulator said it now has “adequate assurance” that RBH’s management of gas safety risks has been “strengthened”.

Tuntum Housing Association, which has 1,300-homes, had its governance upgraded.
