Catalyst Housing is expanding its development leadership team as part of plans to provide more affordable housing across London and the South East.

It comes after the organisation completed a merger with Rosebery Housing Association earlier this month, bringing its total stock size to 37,000 homes.

Catalyst expects to deliver 2,000 new homes in Rosebery’s area of operation within 10 years.

Rachael Matthiae joins Catalyst as director of housing delivery (London) from Clarion Housing Group, where she is regional delivery director for London.

Sean Gallagher, who moves to Catalyst from L&Q, will become the group’s new development commercial director.

Mr Gallagher was previously head of development finance at housing association L&Q and will oversee the delivery of Catalyst’s regional development strategy in tandem with the managing directors of the group’s development teams.

Catalyst has also appointed two new directors to its Counties New Homes team.

Claire Bishop, former assistant director of development at BPHA, joins Catalyst as director of development and delivery.

Ms Bishop has worked in housebuilding for 25 years and is a member of both the Royal Institution of Chartered Surveyors and the Chartered Institute of Housing.

David Foster, who also leaves Clarion to join Catalyst, will be working alongside Ms Bishop in the Counties New Homes Team.

Mr Foster takes on the role of director of land, partnerships and preconstruction, leaving his position as regional director of partnerships for Clarion’s Central region.

Philip Jenkins, group development director at Catalyst, said of the appointments: “The great blend of experience and expertise that they bring to our organisation will strengthen our hand and help us work to deliver our vision to build new affordable homes and create new neighbourhoods and communities across London and the South East.”

Amid the housing crisis and with increasing demands on local authorities, developers and housing associations to deliver more homes, the Inside Housing and Homes England Development Summit brings together the public and private sector to collaborate towards the effective delivery of homes across England.

This is not a conference. It is a business meeting of decision-makers on delivery and how to build more quality homes.
